网站历史库(www.54zz.com):The Chinese ambassador to Rwanda and the Rwandan finance minister on Wednesday signed an economic and technical cooperation to help the country improve technical education and water supply. Under the agreement, the Chinese government pledged to provide funds to extend Musanze Polytechnic in Rwanda's Northern Province, and to drill 200 boreholes, as well as other projects to be agreed upon by the two governments. Rao Hongwei, the ambassador, and minister Claver Gatete exchanged letters to confirm the implementation of the aforesaid two projects. Upon completion, Musanze Polytechnic will have the capacity to enroll 1500 diploma students and 400 short-course trainees up from 560 diploma students and 180 short-course trainees. The 200 boreholes will provide water to the communities in 11 districts and it will fully serve approximately 300 to 1500 people per borehole with potable water in selected area. Rwanda intends to be a knowledge-based economy therefore education is crucial, said Gatete at the signing ceremony, adding that the extension of Musanze Polytechnic will ensure the school meets the increasing demands of diploma education while drilling water boreholes will contribute to the alleviation of water shortage. China has been extending its assistance and conducting cooperation activities with African countries through the framework of the Forum on China-Africa Cooperation, under which China granted to Rwanda a significant number of turnkey projects, he said. He thanked the government of China for its continued support to Rwanda in most crucial areas of the country's social and economic transformation. There is a strong match between China's Belt and Road Initiative, "Made in China 2025" policy and Rwanda's industrialization strategy, according to Rao. China is willing to, together with Rwanda, enhance practical economic cooperation through strengthening communication and coordination, said the ambassador. He added that China will continue to provide assistance in infrastructure construction, industrialization and agricultural modernization to improve the economic and social development of Rwanda.

A man flies a miniature drone at the OurCrowd Global Investor Summit in Jerusalem, Israel on Thursday. Photo: ICIsraeli start-ups are beginning to turn their attention to the Asian market, especially to China and India, due to the region's quickly expanding middle-class demographic."Among the $650 million we raised in 2017, half came from Asia," said Roland Wee, managing director of Asia operations at OurCrowd, the largest equity crowdfunding platform in the Middle East. He made the remarks on the sidelines of the company's annual investor summit held in the Jerusalem Convention Center on Thursday, which attracted about 10,000 attendees in person and online from over 90 countries and regions, including 1,000 start-ups, 500 multinational firms and 500 venture capitalists. Eyes on AsiaIn a local market of only 8.6 million, the usual practice for most Israeli companies since inception has been to bring their products to the US market, using it as a gateway to reach further global customers. Once the products succeed, the companies often attempt to spread their businesses to different corners of the world via their US offices. "That trend is changing," said Wee. "Israeli companies are starting to think whether they need the US in between."According to a report released in 2017 by the Brookings Institution, middle-class expansion in Asia is expected to become broadly based and heavily concentrated, especially in China and India. The vast majority, precisely 88 percent, of the next billion middle-class people will be Asian. In China and India, Asia's two biggest countries, Israel's image has been relatively positive, which bodes well for Israeli companies that are attempting to enter those markets. During the breakout session on Asia at the summit, Janet Young, head of Group Channels and Digitalization at United Overseas Bank Ltd (UOB), said her message to the Israeli start-up ecosystem was: "The 21st century is an Asia-Pacific century, not only for demographic reasons, but also for economic vitality and social stability." "Instead of just being US-oriented, they need to balance the pivot," said Young. OurCrowd has put in place three offices across Asia, namely in Hong Kong, the island of Taiwan and Singapore, in an aim to radiate investors across the whole eastern hemisphere. "While witnessing a surging demand in Asia to invest in Israel's start-ups, we are also seeing a growing number of Israeli investments in Asia's small and medium-sized enterprises [SMEs]," said Young. Entrepreneurs, start-ups and SMEs worldwide face the common problem of sourcing funds, where venture capital has a role to play. "It is always a two-way thing," she said. She also warned of challenges ahead for Israeli companies operating in Asia. "They need to know about the diverse cultures in Asia and our way of doing things.""Our partnership with OurCrowd is a natural extension of our interest in nurturing the growth of small businesses," Young said. Chinese market ventures"We've been closely watching the Chinese market," Wee said, although, he said, among the 25,000 registered investors from 112 countries and regions, only a little over 100 came from China. "The number is quite small," said Wee, who partly attributed OurCrowd's slow progress in China to the current capital restrictions from the central government, which have caused overseas withdrawals to be capped. According to Wee, OurCrowd is rigorously seeking Chinese companies to partner with out of a need to align operations with local regulations. Wee feels that there is an evident strong desire from the Chinese side to invest in Israeli start-ups, adding that their offices in Hong Kong and Singapore have seen an increase in investors from the Chinese mainland. The influx of Chinese investment in Israel since 2011 demonstrates Asian interest in Israeli technology.Investment from China in Israeli technology, including agriculture, pharmaceutical, medical devices, artificial intelligence and autonomous driving, has soared to a total of $15 billion over the past seven years, from practically zero.Under the innovative and comprehensive partnership between China and Israel, the latter's innovation ecosystem can find ample space to develop and expand as China embarks on a path to transform its economy into a more innovative one that focuses on high-tech and high-end manufacturing.

A swimming wallaby has been plucked from Sydney harbor by a passing ferry after the spooked animal was apparently chased out of its bushland home by a dog.Ferries in the suburb of Manly came to a temporary halt late Thursday as crew members aboard one vessel threw a rope around the distressed marsupial and slowly hauled it out of the water. The wallaby was "distressed, wet and bedraggled," Sydney Wildlife volunteer carer Jodie Lewis told AFP.But she was recovering well with only minor scratches on her feet and was expected to be released back into the wild in the coming days."(We've) tried to make sure she is kept as stress-free as possible to get her back out (into the wild)," she said.Lewis estimated the wallaby was in the water for about 30 minutes. She was told by witnesses it had been chased by an off-leash dog.AFP。,。

China lifted 12.89 million rural people out of poverty in 2017 as it progresses towards its target of eradicating poverty, official data showed Thursday. There were still 30.46 million rural people living below the national poverty line at the end of 2017, according to the National Bureau of Statistics (NBS). The poverty rate declined to 3.1 percent at the end of last year from 4.5 percent a year earlier, the NBS said. Per capita disposal income of rural residents in poor areas increased 9.1 percent last year after adjusting for inflation, up from 8.4 percent in 2016, and faster than the average growth rate of all rural areas. China is aiming to eliminate poverty by 2020 in a bid to create a "moderately prosperous society." Policy makers have listed poverty alleviation as one of the country's "three tough battles" for the next three years, along with risk prevention and pollution control. Between the end of 2012 and the end of 2017, China lifted a total of 68.53 million rural people out of poverty, with the poverty rate falling from 10.2 percent to 3.1 percent, NBS data showed. During that period, per capita disposal income of rural people in poor areas rose at an annual average rate of 10.4 percent after adjusting for inflation. Despite the progress, the country's task is still arduous, as it will be more difficult to lift the remaining poor out of poverty. China's poverty relief work will shift to areas hit the hardest by poverty, put more emphasis on quality, and be more targeted and precise, Liu Yongfu, director of the State Council Leading Group Office of Poverty Alleviation and Development, said last month. Authorities will work to foster local industries, create new jobs, relocate residents in poor areas, and strengthen aid to the aged, the disabled, and those seriously ill, he said.China's non-manufacturing sector picked up pace in January, an encouraging sign for the government's push for a services-driven economy. The non-manufacturing purchasing managers' index (PMI) came in at 55.3 this month, up from 55 in December and 54.6 in the same period last year, the National Bureau of Statistics (NBS) said in a statement Wednesday. A reading above 50 indicates expansion, while a reading below reflects contraction. The index has been on a gaining streak for three months, NBS senior statistician Zhao Qinghe said. The service sector, which accounted for more than half of the country's GDP, reported stronger expansion as its business activity index rose to 54.4 from 53.4 a month ago, well above the boom-bust line of 50. Retail, aviation, telecom, information technology, banking and other commercial services were robust, while hotels, catering and property sectors were still in the contraction territory, Zhao said. "Market demand kept improving and the business outlook became better." Meanwhile, the construction sector slowed mildly with its index down to 60.5 as falling temperatures and continued snowfall impeded building projects. In face of lingering downward pressure, China is counting on rapidly-growing services to drive the economy and has rolled out a string of favorable measures. The service sector contributed 58.8 percent to economic growth last year.。

The Chinese government Wednesday announced a plan to increase support for basic science in the hope that China will lead the world in science and innovation in 30 years. The government will improve planning for basic research, build more high-quality state laboratories, train young talent, boost international exchanges, and increase funding from more sources, according to a guideline issued by the State Council."We should build our country into a major global center of science and an innovation high ground by the middle of this century," said the guideline. "A number of key groundbreaking scientific achievements will be made and we will have many world-leading scientists."Basic science is the branch of fundamental research in science that generates ideas, concepts and theories which form the basis to develop technologies or techniques in many scientific fields."The progress in basic science research is crucial to building a scientifically powerful country in the world," the cabinet guideline said.In terms of foreign cooperation, the guideline said the government would organize more international collaboration projects in key research, open national research programs to foreign participants, and implement science and innovation plans under the Belt and Road initiative.China has significantly ramped up spending in scientific research over the past decade. The Natural Science Foundation of China financed 41,184 programs with 22.71 billion yuan ($ 3.3 billion) in 2016.Liu Qiang, former vice governor of northeast China's Liaoning Province, has been expelled from the Communist Party of China (CPC) and public office for multiple offences. Liu was found in serious violation of the Party's political code of conduct and rules, including soliciting votes through bribery and lobbying, the CPC Central Commission for Discipline Inspection said Monday.。

Shenzhen-listed Zhangzidao Group Co, an aquatic products company, said late Tuesday that it experienced a full-year loss in 2017 due to the poor quality of its scallop products and challenges from foreign markets. In a filing with the Shenzhen Stock Exchange, the company estimated a loss of 530 million yuan ($84 million) to 720 million yuan in 2017. It suspended trading of its shares on Wednesday, with trading to resume no later than February 5.怎么购买appA total of 85 people received prison terms from one year to 13 years for telecom fraud in north China's Inner Mongolia Autonomous Region, a local court said Friday. The case surfaced after a resident in Ordos reported to police that he was cheated out of 35,000 yuan (5,560 US dollars) in suspected telecom fraud in July 2016. After investigation, police went to central China's Hubei Province and arrested 85 suspects in November 2016. An investigation showed the criminals published sham medical advertisements to collect contact information of the victims. They contacted them by mobile or social networking platforms, pretending to be relatives or students of medical workers, and convinced them to buy fake healthcare or food products. From mid-June to November 2016, more than 8,900 victims were cheated out of over 10 million yuan. Three principal criminals were sentenced to 11 to 13 years in prison, while another 82 were given prison terms of between one and six years. The US House of Representatives on Tuesday approved another stopgap bill to keep the federal government from shutting down, hours after President Donald Trump said he would "love" to see a shutdown if immigration legislation were not included. In a further sign of the Republican-controlled Congress' inability to get its most basic work done, the House in a 245-182 vote passed and sent to the Senate a temporary spending bill to extend most agency funding until March 23.It was the fifth such stopgap of the federal fiscal year, which began October 1. Stopgaps are needed when Congress fails to approve a full budget on time by that date. Congress has managed to pass its spending bills on time in only four of the past 40 years, according to congressional researchers. The Senate was expected to take up the House bill on Wednesday and likely change it, requiring it to go back to the House for further action, with a Thursday deadline looming to get a finished bill to Trump for his signature. As a result of the time crunch, Democrats canceled a retreat to Maryland's Eastern Shore that they had planned for Wednesday to Friday and said they would talk strategy in the US Capitol. The House bill does not contain changes to US immigration law, which were a key point of contention in a partisan standoff that led to a three-day partial shutdown last month.Senate Democrats were expected to balk at the House's bill's inclusion of an increase in Pentagon funding through September 30, the end of the current fiscal year, but exclusion of any increase in non-defense spending.Republicans and Democrats said they were making progress, however, on a budget deal that would set new, higher spending limits for defense and non-defense programs.Last month's shutdown came after lawmakers failed to reach agreement on contentious budget and immigration issues. "I'd love to see a shutdown if we don't get this stuff taken care of," Trump said at the White House. The White House later clarified that it did not expect the budget deal to include specifics on immigration.A broad budget deal could end the brinkmanship over spending that roils Washington so regularly that financial markets barely flinch anymore at the threat of a government shutdown.。
